I. Read the first and last paragraphs.
Answer the following questions:
- What is the problem or need?
- What is the proposed course of action?
- How does the proposed action address the need?
II. Read the rest of the paper.
Do the following.
- First: Underline the main idea or thesis of each paragraph
- Second: Look at the underlined sentences/ideas. Do the main ideas of each paragraph support the author's goal? How might they be reorganized to be more effective? (That is, should any of the paragraphs come earlier/later?) If you think a paragraph should be moved, draw an arrow to its new location.
- Third: If there are any other considerations that you think might help the author, please write them down!
